HUD PowerBid

Terms of Use

These terms govern access to HUD PowerBid, a Powered by Luminos service.

Effective September 14, 2026

Agreement

By creating an account, purchasing a subscription, or using HUD PowerBid, you agree to these Terms of Use, the Privacy Policy, and the Refund Policy. If you do not agree, do not purchase or use the service.

You must be at least 18 years old and legally able to enter a binding agreement. You are responsible for activity under your account and for keeping your credentials secure.

Service purpose

HUD PowerBid provides real estate research, underwriting tools, bid planning, counteroffer analysis, alerts, reports, and related decision support. You supply the HUD inventory and other property data you want analyzed.

HUD PowerBid does not submit bids, represent you in a transaction, verify your eligibility, provide legal or tax advice, perform an appraisal, or replace a HUD registered broker, licensed appraiser, attorney, accountant, inspector, lender, or other qualified professional.

Intended users and HUD access

HUD PowerBid is built for licensed real estate brokers and agents working through a properly registered HUD brokerage. You need authorized HUD Home Store access and the applicable HUD issued identification, including a NAID where required, to submit offers.

HUD PowerBid does not access private HUD broker accounts or submit information to HUD. The service reads public accepted bid result information for historical analysis. HUD PowerBid does not use artificial intelligence, scripts, bots, automation, or an application programming interface to enter, transmit, or submit bid information to HUD Home Store or any other HUD system. A properly registered HUD broker, or an authorized agent working through that broker, must review and submit all bid information directly to HUD.

Never enter or upload your HUD Home Store password or other HUD system credentials into HUD PowerBid.

No HUD affiliation and no winning bid guarantee

HUD and HUD Home Store are names and marks of the United States Department of Housing and Urban Development. HUD PowerBid is an independent service. HUD PowerBid is not sponsored, endorsed, approved, operated by, or affiliated with the United States Department of Housing and Urban Development.

Bid recommendations are estimates based on user supplied information, available data, assumptions, formulas, and proprietary analysis. No recommendation predicts or guarantees acceptance, award, profit, property condition, value, financing, closing, or investment performance. HUD controls its listing rules and award decisions.

Your responsibilities

You must review every property record, deadline, listing period, financing designation, calculation, counteroffer, and recommendation before acting. You must confirm current requirements with HUD, the listing source, and your HUD registered broker.

You represent that you have the right to upload and process all information entered into the service. You remain responsible for bids, contracts, inspections, due diligence, financing, disclosures, legal compliance, and investment decisions.

Subscription and renewal

The standard subscription price is 97 United States dollars per month unless Stripe checkout states a different price after applying an authorized promotion. For purchases processed through Stripe Managed Payments, Stripe acts as merchant of record. Your subscription starts after successful payment and renews monthly until canceled.

You authorize recurring charges to your selected payment method. You must keep billing information current. Stripe Managed Payments calculates, collects, and remits applicable transaction taxes and handles payment disputes and transaction support for purchases processed through the service.

You may cancel through the Stripe billing portal in your Account page. Cancellation stops future renewals. Access continues through the paid billing period unless access ends sooner for fraud, abuse, charge reversal, or a material breach of these terms.

Refunds

Digital access and proprietary analysis become available immediately after payment. All subscription charges are final and nonrefundable. HUD PowerBid does not provide partial, prorated, unused time, or change of mind refunds.

The Refund Policy forms part of these terms. Rights required by applicable law still apply. Stripe may issue a refund when required by law, consumer protection rules, or its Managed Payments obligations, including certain fraud or chargeback prevention cases.

Acceptable use

You may use the service for your own lawful business purposes. You may not resell access, share an account outside your organization, scrape or bulk extract the service, reverse engineer proprietary methods, copy reports for resale, bypass access controls, introduce harmful code, interfere with operations, or use the service for fraud or unlawful discrimination.

Ownership and license

HUD PowerBid and its software, scoring methods, analysis logic, interface, branding, documentation, reports, and original content belong to HUD PowerBid or its licensors. Your subscription grants a limited, revocable, nonexclusive, nontransferable license to use the service during an active subscription.

You retain ownership of information you upload. You grant HUD PowerBid permission to host, process, transform, and display uploaded information only as needed to operate, secure, improve, and support the service.

Availability and changes

We may update features, calculations, data sources, prices, and these terms. Material changes take effect after notice through the service or another reasonable method. Continued use after the effective date means you accept the revised terms.

We do not promise uninterrupted or error free service. Maintenance, provider outages, legal requirements, security events, or other conditions may affect access.

Disclaimer and liability

The service is provided as available. To the fullest extent allowed by law, HUD PowerBid disclaims implied warranties of merchantability, fitness for a particular purpose, accuracy, title, and noninfringement.

To the fullest extent allowed by law, HUD PowerBid will not be liable for indirect, incidental, special, consequential, exemplary, or lost profit damages. Total liability for claims arising from the service will not exceed the subscription fees you paid during the three months before the event giving rise to the claim.

Suspension and termination

We may suspend or terminate access for nonpayment, fraud, security risk, misuse, unlawful activity, or a material breach. You may stop using the service at any time. Terms concerning payment, ownership, disclaimers, liability, and disputes survive termination.

Governing law and disputes

Maryland law governs these terms, without regard to conflict of law rules. Any court proceeding must take place in a state or federal court with jurisdiction in Maryland, unless applicable consumer law requires another location or process.
